Short answer: It depends on the product and the route. Tobacco snus and tobacco-free nicotine pouches can fall under different rules. Check whether the product may be brought into and possessed in the destination country. Then check customs, transit and baggage separately. Swedish rules on what you may bring home say nothing about what you may take into another country.
Start with the right product category
Traditional snus contains tobacco. White snus, or nicotine pouches, contains nicotine but no tobacco leaf. Both are often called snus, but authorities can treat them differently. When you look for information or contact customs, state the exact product, nicotine content, number of cans, net weight and direction of travel.
Four questions to check
| Question | Where to check |
|---|---|
| May the product be taken across the border? | The destination country's customs and product authority |
| May it be possessed or used there? | The destination country's responsible authority |
| Is there a tax, quantity limit or declaration? | Customs for that direction of travel |
| May it go in cabin baggage or checked baggage? | The airline and the airport's security information |
A can passing through security does not mean that private import is allowed. A tax-free allowance does not override a product ban. Swedish Customs tells anyone taking snus from Sweden to another country to check that country's rules.
Three examples that show the differences

Back to Sweden. Swedish Customs distinguishes between tobacco snus and other nicotine products, and between travel from an EU country and from outside the EU. For tobacco-free nicotine products bought in another EU country, it gives 200 grams as the duty-free allowance. The conditions include being 18, buying and carrying the goods yourself, and use by you or your family. Read Swedish Customs' current guidance in full, especially if you are coming from outside the EU. The rule applies to entry into Sweden.
To Norway. Helsedirektoratet states that tobacco-free nicotine pouches are not approved in Norway and may not be imported or sold there. Tobacco snus has other travel rules. Do not treat a tobacco allowance as an answer for nicotine pouches.
To France. A French decree (no. 2025-898) has banned, among other things, the import, possession, sale and use of oral nicotine products since 1 April 2026. The Conseil d’État has suspended the parts on manufacture and export and has referred a question on them to the EU Court of Justice. The bans on import, possession and use in France apply. Check the position just before you travel.
These examples were checked on 14 October 2026 and are not a list of permitted destinations. The older claim of a general limit of 1 kg within the EU or 250 grams from outside the EU should not be used as a rule for nicotine pouches.
Checklist before departure

- Write down the departure country, transit countries and destination, including places where you pass a border control or collect baggage.
- Establish whether the product is tobacco snus or a tobacco-free nicotine pouch.
- Read the current authority pages on private import and possession.
- Check tax, quantity, declaration, age and special customs areas.
- Read the airline's rules for cabin and checked baggage.
- Keep the original packaging and receipt for identification. They do not replace a permit or a declaration.
- Ask the authority for a written answer if the product category is unclear.
Frequently asked questions
Is there one quantity that applies in every country?
No. Quantity and tax depend on the country and the direction of travel. A quantity limit does not in itself show that the product may be brought in.
Do the same rules apply to white snus as to tobacco snus?
Not necessarily. The products have different contents and can fall under different rules.
Is it enough that the airline allows the can in my bag?
No. Baggage rules and import rules answer different questions.
For adult nicotine users 18+ only.
Nicotine warning: This product contains nicotine, a highly addictive substance.
